Forex week review: Canada’s survey timing matters before October 28

23 October 2026 · Information cutoff: 09:06 Toronto time

What Canada published this week

The Bank of Canada released its third-quarter Business Outlook Survey on October 19. The main interviews ran from August 6 to September 2, and the Bank says about three-quarters preceded the breakdown in Canada–US trade talks and new Canadian counter-tariffs. The report describes improved sentiment in the earlier survey evidence, while later evidence points to renewed pressure from tariffs and energy prices. That timing difference is central to reading the release: publication on Monday does not mean every response describes Monday’s conditions.

Why the timing matters for currency analysis

Our editorial takeaway for USD/CAD is to separate the survey’s observation window from the date it became public. Do not lift a positive or negative sentence out of the report and present it as a complete real-time verdict on the Canadian economy.

Use a simple source record: collection dates, release date, principal caveat and the question that remains unresolved. Then keep any exchange-rate setup in a separate record. An economic interpretation does not define an entry or demonstrate that the market has not already accounted for the information.

Two confirmed events ahead

The Bank of Canada lists its interest-rate announcement and Monetary Policy Report for October 28 at 09:45 Eastern Time. The Federal Reserve meeting is scheduled for October 27–28. Bank of Canada: upcoming events, October 28 at 09:45 ET Federal Reserve meeting calendar; October 27–28 meeting

These are scheduled events, not confirmed policy outcomes. A plan for a currency pair needs to consider both sides. Before reviewing a human-created signal, check its expiry, its invalidation conditions and whether it remains applicable after either announcement. No exchange-rate quote or directional forecast is asserted here.
